GetAttachList

接口说明：根据相关参数获取对应附件列表
dbkey: dbkey
itemId: 业务数据
category: 附件类别 ManufacturersId: 厂家Id/经销商Id
isAffId: 是否按某一个大归类Id查询：比如按商品所属Id查询
flag: add表示业务数据新增时，eidt表示修改业务数据时
