接口说明：判断购物车数量是否在限订，起订范围[type=cart 或Confimorder cart表示购物车结算时验证，Confimorder订单提交时验证]

type: 固定值：Confimorder表示是在提交订单时验证 isMancOrder: 是否供货端代下单 IsSeachNoStartSalesPresell: 是否查询秒杀商品以及未开始的预售商品
